Cosmetic Safety Assessment

The EU cosmetic Regulation (EC) No 1223/2009 governs how cosmetics and personal care products are made and placed on the market. The EU requires that cosmetic products placed on the EU market must be safe; that is, they “must not cause damage to human health when applied under normal or reasonably foreseeable conditions of use.” 

Meet its obligations

To meet its obligations under the Regulation (EC) No 1223/2009, Manufacturers or importers of cosmetics must fulfil the following duties before placing a product on the market:

  • Product Information File (PIF)
  • Cosmetic Product Safety Reports (CPSR)
  • Electronic notification via CPNP portal

Expertise

The CPSR includes Cosmetic Ingredient Monograph/Review, Calculation of a Margin of safety/Permitted Daily Exposure (PDE) of ingredient to ensure the safety of cosmetic ingredient and cosmetic formulation.
